Dear Colleague,
Last month, the NIH announced that beginning January 25, 2009, it will no longer consider multiple resubmissions of failed proposals after the first resubmission. After that day, investigators must "substantially redesign the project." The reasoning behind the change is to award grants to all-around stronger proposals sooner by more quickly weeding out projects that have an inherently poor design. In 2006, nearly half of R01s are awarded only after a second resubmission, and only 7% of proposals make it on the original submission, compared with 19% in 1999.
